Well you'd be right. Except it's being worn by Hong Meiling from Touhou Project
Anygoo, my name is gonsai and this here is Hong Meiling from the Touhou Project doujin au Advent Cirno (which can be read in its entirety HERE or HERE, so go do that). As Jamie said, it's like a mashup of Touhou and FF7. More info can be found here and info on Meiling herself can be found here.
